Non-circulating official print copies of the Connecticut Law Journal and the Regulations of Connecticut State Agencies are available for public reference use at the following libraries in Connecticut:

Your local public library in Connecticut may or may not subscribe to the Regulations of Connecticut State Agencies.  Please check for availability with your local public library’s Reference Department.




On-site access:

The Connecticut State Library subscribes to Westlaw, an online legal research service with enhanced search capabilities. Westlaw includes the Regulations of Connecticut State Agencies and is available to the public for personal use only at the Connecticut State Library, 231 Capitol Avenue, Hartford CT.  Remote access is not available.


Please note: the State Library is closed to the public on Sundays and Mondays. For Tuesday through Friday and Saturday hours, please check the Library's website at
