Regulation Publication Changes
effective July 1, 2013


  • PROPOSED REGULATIONS and NOTICES OF INTENT TO ADOPT REGULATIONS
Notices of Intent are "posted" on the Secretary of the State's website as required by Section 4-168 of the 2014 Supplement to the Connecticut General Statutes.  If an agency chooses to submit the text of the Proposed Regulation with the Notice of Intent, the proposed regulation is posted with the Notice.

Notices of Intent and Proposed Regulations are no longer published in the Connecticut Law Journal unless an agency-specific statute continues to require publication in the CLJ.


  • CODIFIED CONNECTICUT REGULATIONS--entitled The Regulations of Connecticut State Agencies (RCSA)
Official Version:   The hard copy RCSA (in blue loose-leaf binders) published and printed by the Commission on Official Legal Publications remains the official codification of the administrative regulations of Connecticut state agencies.  It is Connecticut’s equivalent of a state administrative code. The last cumulative supplement issued for the RCSA was Cumulative Supplement #89, issued January 29, 2013.  There are no additional loose-leaf format updates planned for the official codification.

Unofficial Electronic Version: The electronic RCSA files posted to the Secretary of the State's website were provided by the Commission on Official Legal Publications for the informational convenience of the user.  In the event of discrepancy between the hard copy RCSA and the electronic RCSA, the hard copy shall serve as the official version.


  •  FINAL APPROVED REGULATIONS (including new and amended regulations)
    • Note: Final Approved Regulations supplement the official text printed in the hard copy RCSA.

Official Version:   Final approved regulations continue to be published and printed in the weekly Connecticut Law Journal (CLJ).   The text as printed in the CLJ is the official text of the final approved regulation.

Unofficial Electronic Version: Regulation submissions approved by the Legislative Regulation Review Committee on and after July 1, 2013, are posted as documents on the website of the Connecticut Secretary of the State.  The documents contain editorial markups.  Bracketed text indicates existing RCSA text to be deleted.  Underlined text indicates text to be added to the RCSA.  Completely new text to be added to the RCSA is designated as "(NEW)."


Steps to obtain the most up-to-date official text of a regulation section.

    1. Obtain a copy of the section from the official print RCSA;
    2. Review the list of "recently approved" regulations on the Connecticut Secretary of the State's website to locate final approved regulations that update the RCSA section, if any;
    3. If a relevant final approved regulation is located, obtain a copy of the official text of the final approved regulation from the Connecticut Law Journal.
